I have a 1999 Intl 4700 with a 19' Champion aluminum flatbed. There is no GVW sticker anywhere. How can I find out what it is?

Your GVW or GVWR is determined by factoring many things such as GAWR or Gross Axle Weight Ratings, wheelbase, etc. Is that what your after? Or are you looking for the curb weight of the truck?
If your after the curb weight, our 4700's with a 21.5 ft steel chevron bed weighs 14,500 lbs., and has a GVW or GVWR of 26,000 lbs.
Note there is little difference between steel and aluminum bed weights due to the added thickness of the aluminum beds. 
I need the GVW information from the sticker for a number of issues. State licensing, local vehicle tax, CDL requirements, insurance, etc...
Most 4700's are configured for a 25,500 or 26,000 lb GVWR. Without knowing about your axles, there's no way to know for sure.
