OK, a pet peave of mine!
I am a native born citizen of the USA, a Veteran, and a professional tower.
But with the problems of having our office phone switched over to a cell phone afterhours and being woke up all hours of the night, and the infamous Motor Club calls with a person that can not speak clear/plan English starts talking and I can't understand  but only a few words they have spoken, I usually tell them we do not have any trucks available.
Why would anyone hire someone with a strong accent, jive/ghetto, mumbling english.  I know we should give everyone the benefit of the doubt if they are willing to work, but to me it is very important that they can speak clearly and professionally, I know some of these people are working for a minimum wage and the employers are hiring if they can leave a vapor on a mirror or the body is warm?
Sorry, but I can't understand the reasoning behind it, and usually don't make the effort to do the call if I can't understand or the connection is poor, which sometimes is the case in our area for cell phones.
And if they can't give me a reasonable location/address/Jct of Highway or mile markers (or if in a shady area) I JUST DON"T DO IT!

I have the same problem with heavy truck road service. Some of the companies have dispatchers that are nearly unintelligible over the phone, and their drivers are even worse.

I suspect I'm getting of the calls because the bigger companies are just hanging up on them. I try, but some I give up on too.

No affence taken here! I think your right on target and we need to give this country a national language! (English) If you can't speak it clearly go back from wherever you came from!
I know just what you guys mean. It is getting so much worse in the south. It is like we are being invaded and everyone I know feels the same way, but nothing seems to be getting done to some the invasion from our southern border.

I wish I could have gotten away with that. We was required where I was in Florida to get out there and make an attempt to locate them, for lawsuit purposes. Everyone is so sue happy these days.

What ticked me off the most was they said they were on so and so street, but didn't know what the numerical address was. The hardest part was I didn't go to the call because they didn't know. It was 2 am and I refused to go there. Needless to say I learned later on, the lady was mugged, and I got sued for it. I was told I should have made an attempt to locate her, then I wouldn't be in trouble. I still say baloney but what can you do. I am still paying the money for that.
