I have set up a company to help with this very problem in Washington state. We have been very successful in Missouri and are helping to actually turn this expense into a profit for about 3000 cars per year. We can't take the crusher material, but anything better than that we buy.

In Montana our police and MHP calls are getting hard to get the RO information. We have a junk and or abandoned vehicle contracts and if the car falls into one of these than law enforcement needs to call the right contractor who has a way to get paid for and get rid of without any recourse by the last RO. this has been what we're working on for last 10 years that I’ve gone to our local meeting once a month. (Still not perfect)

We have a business model that is very efficient at getting the value out of abandoned vehicles and wrecked vehicles. Our customers are tow operators and insurance companies.
As a towing operator, an abandoned vehicle represents a space in your yard that is not generating storage revenue. Plus to add insult to injury, you have a cost to get rid of those vehicles.
Instead, we buy those vehicles as soon as it is legally possible, get the operator cash, and get that space available and productive.
The tow operator still has to comply with all of the State requirements. Other than vehicles which are clearly crusher material, the tow operator sells every vehicle. The operator doesn't have the no bid vehicles to worry about, dealing with trying to get payments, and the associated paperwork on every vehicle sold to us.
We turn them quickly and in a high volume, so our sales costs are very low and the cash to the operator is higher than they can get on their own.
That's the basic idea. The details we work out with the operator. We do have to transport the vehicles and that is one of the things we negotiate.
We're very straightforward, honest and can take what is a nuisance in your business and make it pretty painless.
AlFor those folks operating in Idaho and Oregon, which are far less regulated than Washington, our solution really shines. Washington regulations require the tow operator to hold public auctions (expensive) and send the proceeds to the state which exceed the costs on per vehicle basis on all abandoned vehicles. In a less regulated environment, we can clear your lot without the costs of holding an auction. We can typically get as high of return, and you get paid right away. So, the solution is not just for auction vehicles, but in many states, we can be a complete solution to clear out abandoned vehicles and generate cash.
