I am 25 years old, tired of sitting behind a desk.  I was so bored I signed up to be a contractor and worked in Baghdad Iraq for a year.  I returned home last year and went back to a desk, I can't stand it anymore.  I have been researching some about becoming an independent contractor and being a Recovery Specialist.  I understand the skip-tracing side of the business, I used to do it behind a desk at Wells Fargo.  I have the capital and have a business partner who knows how to use all of the equipment we would need, but I am lost as to how to begin the business!  Specifically my questions are this:

1.  How do I start to get a client base, just cold calling lenders, dealerships, banks?  How easy is it to get started with a list of clients?

2.  What permits, licenses, insurance, certifications will I need?  Do these need to be obtained for each county I would operate in?

I guess the first question is the most important.  If I go through with purchasing all of the equipment needed, I want to make sure I will have an established client base, or at least the ability to quickly find one, otherwise my fixed costs will run me into bankruptcy.  Can anyone who has been in this business for some time explain to me how I should go about getting customers?
