That's why I do not use the strobe light bars on my truck. They give an impressive show, but are very distracting to other drivers.
The strobe lightbars have such a strong flash that everything around the truck flashes. I had the dishonor of driving wreckers in the city with strobe lightbars and even I had a hard time with them at night.
i have a couple of things,first of all when i do a call with a flat tire,i make sure i am in a safe location.
If i am not in a safe location,i tell the customer that i need them to pull thier car forward into a drive way,or get the vehicle more off the highway away from the guardrail to a place where i can safely work on it.if the customer says wont i ruin my tire?
i tell them i dont care about the car or the tire.i care about my safety and yours(talking to the customer).i also tell them that i need them to turn the car off,put the emergency brake on and exit the vehicle.if they say well its to cold,its raining etc,i tell them its for thier own safety and mine.most of the time they agree and when i am done usually say thank you and give me a tip. 
as for the strobe lights,i would use them all the time.i dont like towing a car with them because i think i am just like someone towing a boat or a skimobile.
